Two methods are used to distribute the state order.

Competitive offers of higher education institutions can be “Open” and “Fixed” (closed)

What is an “open” tender (wide tender)

Two methods are used to distribute the state order. Accordingly, the bids of higher education institutions can be “Open” and “Fixed (closed).

In closed bids, the number of public procurement places is determined in advance and provided to entrants with the best scores who have applied for this particular bid. According to open competition proposals, the budget place is also given to entrants with the best competition points, but the competition is held simultaneously among all entrants in all institutions of higher education in a particular specialty.

The distribution of entrants on open tenders is called “address placement of the state order”. This is the distribution of budget places not among educational institutions, but among the best entrants. Therefore, the principle of competition of educational institutions for the best entrant and, accordingly, for the budget places provided to the educational institution works here.

At the same time, the “Open” tender offer of a certain institution of higher education does not have a fixed volume of state order places, but has only the maximum possible volume of state order places. This means that the number of entrants enrolled in the budget may be less than the specified maximum amount of the state order. Also, the amount of the maximum volume of the state order on all open competitive offers on a certain specialty is always bigger, than the actually provided quantity of budgetary places for this specialty.

For example, the total maximum number of public procurement places for open tenders in all educational institutions for the specialty “Law” may be equal to 100, and the number of public procurement places for the specialty “Law” for open tenders determined by the Cabinet of Ministers of Ukraine may be only 50. This means that Only 50 people will be admitted to the budget for the specialty “Law” on open bids, although the maximum total volume of the state order on all bids is 100.

Suppose the following situation: there are four educational institutions with open tenders for the specialty “Law”. On each of the four bids in these educational institutions, the maximum volume of the state order is set at the level of 25 places, ie the maximum volume of 100 places. The total number of budget places allocated for the specialty “Law” in these educational institutions – 50. The number of entrants who submitted applications for these tenders – 1000.

In this situation, 50 people with the highest competitive score among all 1000 entrants will be enrolled in the specialty “Law”. At the same time, these 50 people will receive state positions in the specialty “Law” in accordance with their applications and the priorities of these applications.

That is, if in four educational institutions the maximum volume of the state order on open competitive offers on a specialty “Law” is identical and it is equal 25 (in that case the total volume is equal to 100 places), then despite a total volume of 100 places, on these four specialties only 50 people can be enrolled (maximum amount of budget places).

This means that if 25 people with the highest scores apply to the first educational institution, they will be credited to the budget of this educational institution, and the other three competitive proposals in the specialty “Law” in other educational institutions will remain only 25 budget places, which will also be distributed among the best entrants according to the submitted applications. Therefore, after the competitive selection, the maximum volume of the state order for the last three competitive proposals will be unfulfilled and fewer people will be included in the budget of these educational institutions than the specified maximum volume of the state order. For example, the situation may be such that the first educational institution will include 25 people in the budget, the second 15, the third 7, and the fourth only 3 entrants (a total of 50 people).

There may also be a situation when 500 people will apply to the first educational institution, among which 27 people will have the highest competitive scores among all entrants, but the maximum volume of state orders in this educational institution is only 25 people. In this case, the two entrants with the lowest scores will not be enrolled in the budget of this educational institution. However, they will be enrolled in one of the three other educational institutions only if they have applied for admission with other priorities. If these two entrants applied only to the first educational institution, they will not receive a budget place, because they will not have enough points to enter the first educational institution.

In other words: according to the open competitive offers, the budget places are awarded to those entrants who have the best competitive score among all entrants who have applied for open competitive offers in a certain specialty in all higher education institutions, but the entrants who did not get are also excluded from this list. for budget places due to the fact that they did not have the maximum amount of the state order for a certain tender offer. When addressing a state order, there may be tenders with a fully executed maximum volume of the state order and there must be tenders with an unfulfilled state order, as the maximum total volume of the state order for open tenders is always greater than the number of budget places to be provided to all. educational institutions in a particular specialty. Thus, the principle of competition of educational institutions for budget places and entrants is applied.

What to do if the EIT certificate has not arrived?

Participants in the external independent evaluation must receive an individual envelope with an EIT certificate, which is a document confirming the fact of registration for the external independent evaluation, as well as one of the documents required for the participant’s admission to the test site.

Participants who have not received individual envelopes with certificates can check the location of these mailings. To do this, they need to enter the registration card number in the service of checking the status of document processing: if the participant is registered and sent a letter with a certificate, the page will indicate the identifier of the corresponding postal item, which can track the status of the letter.

Letters that have been stored at the post office for more than a month and have not been delivered to the addressees are returned to the regional centers for quality assessment of education.

Participants who have not yet received a letter with a certificate can contact their regional education quality assessment center.
